Chapter One Introduction

1.1 This report summarises the consultation responses to key questions outlined in the Scottish Government's discussion document Firm Foundations: The Future of Housing in Scotland. The document invited responses to a number of questions, 34 in total, on the future direction of housing policy. These questions relate to a wide range of housing policy issues across Scotland reflecting the government's commitment to a vision of housing that encapsulates all tenures and ensures sufficient choice to meet identified demand and needs.

1.2 The document was released for consultation in October 2007 and responses were invited from a wide range of stakeholders in the housing system in Scotland. This included statutory, professional, and community/tenant organisations as well as the public in general. The closing date for responses was 25 January 2008. Responses were submitted in different formats: including completion of an online proforma, or submission of personal letters. A total of 387 responses were received.

1.3 The structure of the remainder of this report is set out as follows:

  • Chapter two contains an overview of the response to the consultation document and a gap analysis. Further tables detailing the profile of response to each set of questions are contained in the appendix.
  • Chapter three sets out the analysis of the responses to each question, drawing out the level of response, the level of support for the proposition (where appropriate) and the main themes within the responses.
