MODERNISATION THROUGH ELECTRONIC DATA MANAGEMENT - FORESTRY (Land Managers Options)

Article 20(b)(ii)

Measure Code (122)

Rationale for Intervention

Utilisation of new technology products is currently low. Available products are designed to improve business efficiency and the productivity of forests.

The initial costs often involved are seen as a barrier to investment. This measure will, therefore, encourage foresters to modernise management/business practices leading to more efficient processes and an improvement in overall economic performance.

Objectives

The main objective will be to improve the competitiveness of forestry businesses through the modernisation of technology on forestry holdings.

Scope and Actions

Support for investment in electronic hardware and software to improve the performance of agricultural and forestry businesses. This includes electronic callipers for the purposes of timber volume measurement and forestry planning software and peripherals required for data capture. However, it does not include the purchase of desk top or laptop PCs with the exception of "ruggedised" versions designed for data capture in a forest situation. Also it does not include the recurrent annual licensing costs associated with software purchase/use.

Definition of Beneficiaries

Rural businesses engaged in the management of forests and woodland.

Primary production sectors

Type of Investments

We will pay for 40%, up to a maximum of €1,460/year, of the cost of purchase of:

a. GPS site mapping hardware and software;

b. electronic callipers for the purposes of timber volume measurement;

c. compatible software which can utilise the downloaded data from (a) and/or (b) or any other source;

d. GIS software for the purposes of the production and management of long-term forest plans; and

e. "Ruggedised" notebook PCs designed for electronic data capture in "outdoor/all weather" working conditions.

Assistance can only be claimed once in any 5 years. Beneficiaries must obtain receipted invoices showing the supplier, description of the item and the cost of the item. Beneficiaries must retain the items purchased for 5 years unless they can provide evidence that:

i. force majeure applies; or

ii. the items have been replaced with an eligible item of equivalent or higher specification.

Collaboration

Land managers can collaborate to pay for eligible equipment to benefit all their businesses. We will support each individual for 40% of their share of the cost of this option up to €1,460/year.

Aid intensity

40% of the actual cost of investment up to maximum of €1,460/year for each individual business.
