INTRODUCTION
In February 2006, the then Scottish Executive hosted a seminar for LGBT organisations in Scotland. The seminar focused on what needed to be done to tackle negative and discriminatory attitudes towards LGBT people. At the seminar, the then Minister for Communities, Malcolm Chisholm, asked LGBT community representatives to establish a working group to look closely at the issues and to make specific recommendations.
Representatives from different kinds of LGBT organisations around Scotland were invited to join what became known as the ' LGBT Hearts and Minds Agenda Group', which met for the first time for a focus day in June 2006. The event was hosted by the Scottish Government's Equality Unit, which has continued to support the agenda group throughout the life of the project.
Participants agreed that the group needed to: set priorities for changing attitudes towards LGBT people; identify who had to do what, when and where to achieve action; engage with policy and opinion makers and provide opportunities for interchange of ideas.
The second meeting of the group, in August 2006, identified a set of five key themes for consideration:
- Workplaces and public services;
- Religion and belief;
- Education and family;
- Media and leadership;
- Citizenship and social capital.
Five subgroups were established, one to consider each of these themes.
The subgroups met a number of times, in some cases hearing evidence from other sources. They reported back to the whole group on a quarterly basis. Recommendations were drawn up by each sub-group and submitted for inclusion in this report, together with a description of background evidence and thinking.
The final report was agreed by the whole group in January 2008.
