01Purpose of this guidance
This document provides more information to guide Strategic Co-ordinating Groups ( SCGs) and Category 1 responders. The objective is to provide a better understanding of the issues surrounding public communication.
In particular, it provides an outline of the methodology that can be used in communicating with the public and satisfying the duty of responders to warn and inform the public.
It has been written with an anticipated readership from strategic leaders, to emergency planners and communication practitioners. This section has therefore been written in a way that should be useful to people with a range of communication experience and expertise.
Throughout this document the term 'national' refers to Scottish arrangements or strategies. UK arrangements or strategies will be referred to as such.
This guidance has been developed through discussion with a range of individuals within the emergency planning community. In discussion with responders, there was a request to deal with some particular issues. With this in mind, there are some simple models and tools set out in subsections as follows.
