THEME 4 HOW COULD ROAD SAFETY BE FUNDED MORE EFFECTIVELY?

The Scottish Government provides Scottish local authorities with resources for expenditure on a number of services, including transport. A notional amount is allocated to each service but it is entirely a matter for each Council to decide its priorities, in terms of all the services for which they are responsible, and to allocate resources accordingly. This system means that funding for road safety is not assured and can vary significantly from year to year.

YOUR VIEWS ARE REQUESTED ON THE FUTURE FUNDING ARRANGEMENTS FOR ROAD SAFETY.

Under new funding arrangements for local government, the Scottish Government will significantly reduce the ring fencing of resources, permitting local authorities to allocate resources according to locally determined priorities. It will be important that the allocation by local authorities of resources for road safety is adequate to meet their local priorities and statutory obligations in this area.

The Scottish Government funds Road Safety Scotland for the production of key road safety education initiatives and publicity messages and also funds RoSPA's road safety activities in Scotland.

Funding is also provided by private enterprise, such as sponsorship of the Junior Road Safety Officer Scheme and the Good Egg Child In-car Safety Scheme.
