DescriptionThe Cabinet Secretary for Finance and Sustainable Growth, John Swinney, commissioned a Review of public sector Asset Management which, in the first instance, should focus only on the Scottish Government estate. The aim was to consider the current status and quality of the management of our buildings and land. In doing so the Review has sought to establish the facts and identify the anomalies, weaknesses and opportunities to bring about the more efficient and effective use of of our estate.

4. To ensure that the mandatory procedures in place within the SPFM and Treasury Green Book for disposal of surplus or vacant property and for acquisitions are known and adhered to.

To issue a Finance Guidance Note (FGN) to all accountable officers to remind them of their responsibilities under the SPFM.

5. To implement the use of agreed, standardised performance targets and benchmarking criteria for land/buildings to help achieve continuous improvement in the performance of the estate.

To consider and agree appropriate performance parameters and benchmarking indicators in conjunction with external work on these criteria already ongoing.

6. To promote the use of financial asset management incentives.

8. To undertake a further Review of the management arrangements and issues concerning the rural and undeveloped land estates held by Scottish Ministers.
