Planning Performance Statistics 2004-2007

INTRODUCTION

The statistics shown on the following tables are taken from returns made by local authorities to the Scottish Government's Planning Directorate. These returns are made on a 6 monthly basis. Where an asterisk (*) is present this means that one or more returns for the years shown is missing.

Definitions of some of types of development and terms used in the tables are as follows:

Householder

All applications for development in the curtilage in a residential property which are not a change of use.

Minerals

Applications for surface mineral workings, surface installations for underground workings, mineral handling installations, brick and tile works, pipelines, conveyors etc.

Major Developments

Includes applications for ten or more dwellings, developments in Use Classes 2 and 4 to 6 (including wholesale distribution) where the floorspace to be built is 1000 sq metres or more, or if the site area is 1 hectare or more and all other development over 1000 sq metres or more, or if the site is 1 hectare or more, but the use falls into something other than, householder, mineral, telecommunications or those listed above. (Please note that the definition of 'major developments' in this context is different from that proposed under the modernisation of the planning system, consultation on which will follow later in 2007.)

Telecommunications

All applications for telecommunication developments which require planning permission, i.e. telecommunications and infrastructure, but not, for example, a new BT office development.

Listed Building and Conservation Area Consents

Decisions on applications for listed building consent to extend, alter and demolish, and any other consents under listed buildings and conservation areas legislation.

Advertisements

Applications for consent to display advertisements under regulation 5 of the Town and Country Planning (Control of Advertisements) (Scotland) Regulations 1984.

Delegated Decision

Cases which have been decided on delegation to officers of the planning authority.

KEY TRENDS

There has been a slight increase in the number of application being dealt with within the statutory target of 80% of all applications within 2 months - 61%
The total number of householder applications being dealt with in 3 months has remained fairly static at around 90%
There has been a 1% increase in the number of major planning applications being dealt with by councils within the 4 month period - 46.5%
The number of minerals cases dealt with by planning authorities has doubled in the last year
The approval rate for all applications remains steady at around 91%
The number of cases decided by delegated officers continues to increase - 85.3%
There is a continuing rise in the number of section 75 agreements being concluded
There has been a substantial rise in the number of applications for telecommunications equipment being dealt with in 3 months, 53.9% in 2005/06 to 70.6% in 2006/07
The number of applications notified to Scottish Ministers continues to increase
84% of cases notified to Scottish Ministers were determined within 28 days against a target of 80%
60% of local plans are over 5 years old compared to 70% in July 2005. However 17% of local plans are over 15 years old
