CHAPTER SEVEN BEST PRACTICE

Introduction

7.1 This section aims to deal with examples of good or best practice in terms of the implementation of SPP17's policies and recommendations. It does not attempt to be a comprehensive coverage of all the examples of good working practises that are taking place in Scotland but is intended to demonstrate what can be done within existing powers with key information links to encourage readers to follow up on these examples where this could be relevant to their own responsibilities.

Best practice findings emerging from scoping workshops

7.2 Stirling Council's Transport Planning DAN (Development Advice Note) - Developer Contribution Mechanism has enabled them to use a S75 Agreement to secure a Travel Bond (£50,000) as post development security if measures identified in the Travel Plan do not work. This has been agreed with the University of Stirling, who plan to build a new medical facility attracting some 500 new jobs. Essentially, this makes the landowner / end user take responsibility for ensuring that the Travel Plan works and therefore establishing a degree of post development commitment.

7.3 Dunbartonshire Council's have secured a Travel Plan in relation to the Rolls Royce development. The Travel Plan is considered to be of a high quality and suitable best practice material.

7.4 West Lothian Council has put in place supplementary planning guidance ( SPG) to support the implementation of the Finalised West Lothian Local Plan 2005. The SPG provides guidance on developer contribution requirements and/or identify principles that will be adopted by the council in working up strategies for the provision of new infrastructure and/or facilities. The SPG will be a material consideration in the determination of planning applications. Specific text relating to the implementation of SPP17 is as follows:

'Travel Plan Co-ordinator £20 per unit for residential developments of 10 or more units is required. A Travel Plan is also required for all class 4/5/6 developments. Additionally, a financial contribution of £30 per 100sqm of floor space or £700 per hectare of site (lowest figure) must be paid to the council'

Best practice from the questionnaire responses

7.5 Several examples of good practice of implementation of SPP17 were highlighted in some of the completed questionnaires that were sent out to the Local Authorities. Below is a summary of the findings from the questionnaires:
