8. Enforcement, sanctions and monitoring
8.1.1. A Scottish Climate Change Bill will not include specific sanctions on the private sector or on how enforcement will be carried out. A full Regulatory Impact Assessment would need to be completed for each new policy, sanction or enforcement measure introduced at a later date.
8.1.2. The monitoring of emissions, targets and policies which are introduced will be done by the organisation selected for this task as discussed in the options. All monitoring will be reported to the Scottish Parliament as discussed in the options.
