6. Small Firms Impact Test
6.1.1. A Scottish Climate Change Bill will likely contain broad measures which will enable the Scottish Government to tackle climate change mitigation. It is the specific policies introduced at a later date which will have the largest impact on specific sectors and types of businesses, including small firms. In addition, some of the largest firms are already regulated by emissions frameworks such as the EU Emissions Trade Scheme, the Integrated Pollution Prevention Control treaty and the proposed UK Carbon Reduction Commitment. This could mean that future regulations and schemes would have a greater impact on small- and micro businesses than they do currently. Any new scheme or regulation would again be subject to the RIA process.
6.1.2. The Government will be working with the Federation of Small Businesses at an early stage to ensure the concerns of Scotland's small businesses are taken account of in any final decisions (with an added focus on micro-businesses). A consultation event is planned in conjunction with FSB Scotland. This section will be updated following the consultation in the final RIA.
