3. Consultation

3.1. Within government

3.1.1. There has been early engagement in developing the Bill, prior to issuing the formal and public consultation. This included meetings with other relevant policy areas within the Scottish Government and its Agencies. It has included meetings with public bodies which will either be most affected by a Bill or which may be able to provide us with valuable information in creating the formal public consultation. The public bodies engaged with to date include (but is not limited to):

  • Sustainable Development Commission
  • Energy Savings Trust
  • Carbon Trust
  • Scottish Enterprise
  • Highlands and Islands Enterprise
  • Scottish Environment Protection Agency

3.1.2. Engagement activities included a workshop at the Sustainable Scotland Network conference, primarily with local authorities but also other organisations, which has helped contribute to the consultation document. It also included close engagement with UK Government departments, primarily through the Department for Environment, Food and Rural Affairs and Office of Climate Change. This initial engagement has enabled us to fill in key research and information gaps and helped us to further refine the formal public consultation and the questions we have put forward. It is hoped that this partial RIA will help inform respondents of our ambitions and options considered to date.

3.2. Public consultation

3.2.1. This initial stage of the policy development also included engagement and discussions with organisations and individuals outside government. This included meetings with non-government organisations with a particular interest in climate change, business and industry sector umbrella organisations, and research organisations. This has helped us to fill in key research and information gaps and has helped us to further refine the formal public consultation and the questions we needed to put forward. Organisations engaged with include (but is not limited to):

  • Scottish Environment LINK
  • Stop Climate Chaos
  • Confederation of British Industry
  • Federation of Small Businesses
  • Scottish Council for Development and Industry
  • Tyndall Centre

3.2.2. This partial RIA accompanies the formal public consultation, which includes the issuing of a consultation paper seeking the views of any organisation or individual on the options being considered for the Bill. The partial RIA includes important background information, the options which need consideration, and a partial analysis of the costs and benefits of each option. We will also use the consultation period to continue to engage with key stakeholders and build up our evidence base so that we have a strong basis for final policy considerations can be taken and so that the most robust and credible information accompanies the Bill for Members of the Scottish Parliament and their decision making.
