1. Introduction

1.1.1. Under Scottish Cabinet rules, any piece of legislation which will create or extend a regulatory regime must include a consideration of the impact of regulation on the relevant sectors. This partial Regulatory Impact Assessment ( RIA) aims to provide information on some of the options under consideration in relation to a proposed Scottish Climate Change Bill and the associated consultation paper. The full range of possible options can not be presented due to the breadth of such a range. However, the Scottish Government is not limited to the options presented here in its final consideration of the proposed Bill. We would strongly welcome your comments in order to revise this RIA and improve its accuracy.

1.1.2. The final RIA will accompany a proposed Bill at its introduction.
