9. Statutory Throughcare, Voluntary Assistance and the Throughcare Addiction Service (Charts 27 and 28, Tables 9.1 to 9.7)
9.1 A total of 5,081 individuals were subject to statutory Throughcare (in the community and in custody) as at 31 st March 2007, an increase of 4 per cent from the 4,901 such individuals in 2005-06. Of these individuals, forty-six per cent were being supervised in the community. Of the 5,081 individuals, 97 per cent were male.
9.2 1,080 statutory Throughcare ( TC) cases commenced in the community in 2006-07, equivalent to 3.0 cases per 10,000 population. This represents a decrease of 2 per cent from the 1,105 cases which commenced in 2005-06. Almost all cases commenced were for males (96 per cent). Thirty-two per cent were for Parole licences, 28 per cent for Non Parole licences, 15 per cent for Supervised Release Orders, 11 per cent for Extended Sentences, 4 per cent for Life licences, 5 per cent for short-term sex offenders and 7 per cent for other forms of supervision in the community.

9.3 In 2006-07, 954 Throughcare (in the community) cases were completed, an increase of 37 per cent from 697 in 2005-06. Forty-two per cent related to Parole licences, 31 per cent to Non-parole licences and 9 per cent to Supervised Release Orders. The remaining 18 per cent related to Extended Sentences, Life licences and other forms of community supervision.
9.4 Criminal Justice Social Work is expected to provide a throughcare service to all prisoners who are subject to statutory supervision post release. This service begins at the start of a prisoner's sentence and is managed via the Scottish Prison Service's Integrated Case Management process. 2005-06 was the first year in which information on Throughcare cases commenced in custody has been collected. Previously the collection focused only on the number of individuals in custody as at 31 st March. In 2006-07, 1,259 Throughcare (in custody) cases commenced, equivalent to 3.5 per 10,000 population. Again, the majority were for males (98 per cent). Fourteen per cent were for Extended Sentences, 12 per cent were for Life licences, 11 per cent for Supervised Release Orders, 3 per cent for short term sex offenders and 61 per cent for other determinate sentences of four years and over.

9.5 Information on Voluntary Assistance ( VA) was collected for the first time in 2004-05 and, from 2005-06 onwards includes data on the new Throughcare Addiction Service (discussed at paragraph 9.3 below). There were a total of 2,234 individuals receiving voluntary assistance in 2006-07, equivalent to 6.1 individuals per 10,000 population. This represents an increase of 47 per cent compared to the 1,523 individuals receiving assistance in 2005-06, some of which will be due to the introduction of the Throughcare Addiction Service which commenced on 1 st August 2005. The majority of individuals were male (86 per cent).
9.6 In 2006-07, a total of 2,655 voluntary assistance cases commenced, representing 7.3 cases per 10,000 population.
9.7 The new Throughcare Addiction Service ( TAS) commenced on 1 August 2005 and forms part of the voluntary aftercare service. Further information is available in the Annex at paragraph 15.18. Of the voluntary assistance cases commenced, 1,530 related to the Throughcare Addiction Service ( TAS). Eighty-six per cent of TAS cases commenced were for males, 1 per cent related to young male (under 21) prisoners serving under 31 days, 77 per cent related to adult male prisoners (aged 21 and over) and less than one per cent related to females serving sentences of under 31 days. During 2006-07, 1,509 individuals received a TAS service.
