Dear

SCOTTISH EXECUTIVE DEVELOPMENT DEPARTMENT: RESEARCH INTO THE EFFECTIVENESS OF HOUSING LAND AUDITS.

Turley associates have been appointed by the Executive to undertake the above research to identify good practice and areas in need of improvement. We have identified your organisation as having a role in the consideration and production of the Audit and would welcome your views on the process, output and application of the Audits within Scotland.

In approaching this subject, the starting point has to be to deliver an adequate and continuous supply of effective housing land across Scotland, this being a principal objective of national planning policy. The key to understanding whether or not this objective is being achieved is then the Housing Land Audit.

However, the recognition is that there is currently significant disparity between the quality and content of Audits across the country. If housing supply is not properly understood, this jeopardises the objective of meeting housing needs and producing responsive housing land allocation policies.

I have noted down some queries on the attached questionnaire to which I would be grateful to receive your views. If there are other matters relating to the Audits on which you would wish to comment, please pass these through to me also.

In order to meet our reporting schedule, I would be grateful of you could complete and return the attached questionnaire by 30 March 2007. If you would wish to discuss this project further, do not hesitate to contact me.

Yours

Neil Martin
