1. These figures provide a misleading indication of fuel actually consumed in Scotland as they are based on company reports that may not distinguish properly between Scotland and elsewhere in the United Kingdom. In particular, there are concerns that inconsistency in companies' country-reporting, together with a change in the arrangements for the collection of the data, may have caused the apparent discontinuity between 1999 and 2000
It should be noted that BERR believes that these figures are less reliable than those for petrol and diesel consumption in table 6.11, and would recommend the use of the latter.
