2.7 Local - Operational Level

On site and off site management structures should be activated in parallel. The police will co-ordinate all on-site operations during the emergency phase, alongside any on-going investigations. Following handover the local authority will co-ordinate on-site activities using a project management approach to decontamination, site clearance and other associated activities. This will involve a number of specialist agencies and contractors working individually and/or collectively on the site. Key operational considerations on site will include:

  • general site management;
  • site ownership and access servitudes;
  • site security and cordon management;
  • site access, vehicle parking and egress controls;
  • road/street closures and user impact management;
  • availability, management and effective utilisation of resources including staff working hours, welfare needs, accommodation, etc.;
  • health & safety - risk assessments, safe systems of work and approved working practices, including planning supervisor role;
  • providing, maintaining the serviceability and cleaning of key equipment, e.g. excavators, pumps, hoses, couplings, etc.;
  • ordering, arranging delivery and receipt of materials and consumables;
  • provision of essential site services, e.g. water supply for staff decontamination;
  • environmental impact assessment and protection;
  • repair of infrastructure and restoration of services;
  • public information, media support, safety advice and public control;
  • safe access for sampling and monitoring teams; and
  • work measurement, performance and cost reporting.
