2.4 Local Level
The local management arrangements may be as follows:

The local management arrangements will, in all likelihood comprise of two strategic groups, one handling the strategic terrorism response, security and investigation aspects and the other focussing on public health, environmental and other strategic consequence management issues. The strategic groups will be supported by several tactical level groups as shown.
Details of the participating organisations and the roles and responsibilities of each group involved in the site clearance activity, is provided hereunder. It should be noted that the diagrams are indicative only, as the participating agencies on each Group will be dependent on the nature, location and scale of the incident and the circumstances and needs that prevail at any given time. It is essential, however, that all responding organisations/agencies know who leads and what their respective roles and responsibilities are.
