7. The definition of 'major developments' used in the planning performance statistics is different (lower) than that proposed in the consultation paper on the Hierarchy of Developments. The statistics are taken from returns made by local authorities to the Scottish Government's Planning Directorate, these returns are made on a 6 monthly basis in some cases one or more returns for the year is missing.
