Introduction
A4.01 This Annex provides the detailed evidence and analysis that underpins Chapter 5 of the main report. Both are concerned to evaluate the extent to which progress has been made in achieving each of the ten CtOG Targets.
A4.02 The presentation of evidence in this Annex follows a standard format across each CtOG Target, similar to that used for the CtOG Objectives in Chapter Four, comprising:
- Summary Evaluation: a concise appraisal of the extent to which progress has been made in achieving the Target
- Policy Context: a brief review of the role of the Target in relation to CtOG and wider Scottish Executive policy
- Evidence: detailed presentation and interpretation of evidence
- Data Issues: description and critical appraisal of the evidence base, with a view to informing subsequent evaluations of the CtOG Targets.
A4.03 In an earlier study published by the Scottish Executive in 2006 4, CtOG Target Owners recognised the interdependency of CtOG Targets and the wider social and UK policy contexts. However, they also acknowledged that responsibility for achieving the Target rested with their respective Departments, and that the Target could be achieved through the work programme that had been specified through CtOG. This evaluation has been undertaken on this basis.
