ANNEX THREE: INTERVIEW SCHEDULE FOR EQUALITIES GROUPS INFORMANTS
A. Introduction and Background
Topics to be covered:
- Who we are ( SPIU, Inclusion)
- What CtOG is
- The nature and goals of the study (overall aim, method, reporting arrangements, timetable)
- This interview is intended to investigate whether progress made towards this Target has had more impact on some groups of individuals than others, for example individuals of certain ethnicity, faith, sexuality, disability status.
- The issues covered in this interview
- Arrangements for interview
- The taping of the interview and the opportunities for amendments
- No direct quotations in report without permission
- Length of interview (probably 30 minutes)
- Any questions from the interviewee
B. Awareness of CtOG and perceptions of its relevance for particular group
1. Is poverty and social exclusion among your clients something that comes within the remit of your organisation?
2. Were you aware of the Closing the Opportunity Gap programme ( CtOG) before you were contacted about this interview?
3. If yes, were you or your organisation (or any other organisations representing your clients) consulted about the CtOG programme in any way?
4. Have you identified any particular aims or initiatives within the Programme which are particularly relevant/controversial/problematic for your clients?
5. Do your think the programme is relevant to your organisation and your clients?
6. Do you think the poverty and inclusion needs of the people you represent are different to people of different [faith/ethnic origin/sexuality/disability status]?
7. Do you think that your clients are, in general, aware of the CtOG programme?
8. Do you think that your clients are, in general, aware of the Scottish Executive's wider social justice agenda?
C. Experiences in relation to CtOG Aims, Objectives and Targets
The CtOG programme is intended to close the opportunity gap by reducing poverty and improving outcomes for vulnerable and disadvantaged people across Scotland in six broad areas:
- employment (access to sustained employment and opportunity for progression)
- pre-school and school age-education and services for children
- access to financial services
- quality of neighbourhood environments
- health (quality of and access to health services, and health of the 'group' in general)
- inclusion of people living in rural areas (access to services)
We are interested in the status of your clients (in general) with regard to each of these areas, and whether you/your clients perceive a change in outcomes in the last two years. I'd like to talk to you about each of these areas in turn (example given for employment).
9. Do you feel that [access to employment/sustained employment/ employment progression] is a particular problem for your clients?
10. Over the past two years, do you believe that with regard to [employment], the circumstances of your clients have, in general:
i) improved
ii) worsened
iii) remained the same
11. What evidence do you have for this belief?
12. Do you feel that Government policy has been responsible for this change?
13. If yes, which policies? (clarify whether these are CtOG or other policies - either Scottish Executive or UK government)
Repeat questions 10-14 for each objective theme.
D. Measurement issues
14. Do you collect any data that might provide evidence of the progress of your clients with regard to any of the issues discussed above (poverty, employment, education, health, finical services, community environment, services in rural areas)?
15. Are there any particular evidence/data sources on poverty and social exclusion amongst your clients that you would recommend we consult as part of our evaluation?
16. Are there any other [specific equality group] organisations you would recommend that we contact about evidence for evaluating CtOG?
17. Do you have any recommendations for ensuring that our evaluation of CtOG takes into account the progress of your clients?
Interview to conclude (time permitting) with the interviewer summarising the key points to ensure correct understanding and interpretation and the agreement of the interviewee
