3. Overview of responses and respondents

In total 26 responses were received, 13 from Planning Authorities (includes 1 National Park Authority), 6 responses from industry (including consultants and developers), 3 responses from statutory consultation bodies 1, and 4 from "other" areas (including a Non Governmental Organisation; a community charity, a professional body and an individual). A percentage breakdown of respondents is provided at Fig 1 .

Overall, there was widespread support for the revision of Circular 15/1999 with respondents agreeing generally with the need to update this guidance, particularly in light of amendments to the Regulations and of recent EIA case law. The majority of Respondents were also in agreement with proposals concerning the removal of existing guidance on the three main types of case for which Scottish Ministers consider EIA will generally be required. However, views in relation to the removal of the indicative thresholds at Annex A, and of their replacement with the proposed expanded guidance on screening requirements (including a possible screening checklist), were more polarised.

A more detailed analysis of the breakdown of responses is provided in section 4 below. The Scottish Government has also taken the opportunity to respond to the key issues raised by re-spondees, however this is not intended to be a comprehensive report on every comment received.
