Responses to the Consultation Paper and the Scottish Government's response
10. The Analysis of Responses sets out issues raised by respondents to the consultation paper. The following paragraphs give a brief resume of these comments and set out how these issues were considered by Ministers. As well as commentary on the questions in the paper, the report also sets out commentary on responses to individual sections of the draft SPP. The consultation report follows the structure of the consultation draft but the paragraphs in the final SPP have been added alongside the old paragraph numbers for cross-reference. The structure of the final SPP was revised, in part due to comments from consultees that it should be re-ordered to provide a more logical sequence.
