1. Respondents were recruited door-to-door from areas identified by LAs as those where there had been concentrations of complaints (approximately 100 per case study area). Recruitment of survey participants continued until the required quota had been reached.

5. While complaints data is not held for 2004/05, it is necessary to use the financial data for this period as this money was used to fund the set-up of the services that began operating in 2005/06.

6. These categories are consistent with the categories used in the LA audited accounts.

Please note that records of the "number of verbal warnings", "number of visits made", "number of malicious calls" and "number of cases resolved by mediation", were not asked for until after January 2006. Monitoring statistics for 05/06 in these areas should therefore be treated as an under estimate. A record of 0 should therefore be interpreted unrecorded. Clearly it would not be possible to serve a warning notice or fixed penalty notice without a visit. Some Local Authorities provided details and where they did they were recorded.

8. These were: Aberdeen City Council, Angus Council, Ayrshire Councils (North, South and East, which were operating the same service), Fife Council, East Lothian Council, City of Edinburgh Council, Glasgow City Council and Renfrewshire Council.
