Description of project

This project involved creating a new area of Greenspace by remediating the site of a former scrap metal works and forming a new community park for the residents of Duntocher. This previously contaminated site has been made safe with the site re-contoured, soft landscaping introduced, wheelchair friendly paths formed and seating installed to create and attractive, safe and welcoming area of Greenspace.

Describe the background to the project

As a result of consultation in the early stages of producing the West Dunbartonshire Local Plan, residents of Duntocher indicated that there was a lack of formal Greenspace within the village. Although there were playing fields and open space at Golden Hill Park, these were not an area of open space suitable for sitting, relaxing and walking. A former scrap yard which had initially been identified as a potential housing site emerged as the favoured location for the new park. Following discussions with West Dunbartonshire Council Environmental Health, a successful bid for Contamination Land funds was made and the Council, in partnership with West Dunbartonshire Environment Trust and the local community developed a scheme that remediated this formerly contaminated site, re-contoured the site, and installed footpaths, seating and soft landscaping to create an attractive area of Greenspace.

What are the aims and objectives of the project?

The aim of the project was to bring into productive use an area of vacant and derelict land that had blighted this part of Duntocher for over 15 years. The objectives of creating a safe and attractive community park which local residents could use, whilst the project would enhance this part of the village have been achieved. The soft landscaping was carried out by West Dunbartonshire Environment Trust to provide training for New Deal and Training for work participants thereby assisting those not in employment or education.

Over what timescale has the project been developed?

The initial discussions to create this new area of Greenspace took place in 2003, and funding from the Contaminated Land Fund was made available in 2003. Decontamination works started in 2005/06, including the re-contouring of the site. The Council through allocating funds from its General Services capital programme made funds available in 2006/07. Public meetings then took place in 2006 to determine the final layout and form of the Greenspace, and the preferred layout and landscaping was undertaken in 2006/07. The Duntocher Village Green was formally opened in June 2007.

Explain the process and action taken

Following early consultation during the Local Plan, a project group was established to take the project forward, it identified that funds could be available from the Contaminated Land fund which would substantially assist the implementation of project. Procuring contractors to remediate the site was undertaken by West Dunbartonshire Council Environmental Health and the landscape contractors worked closely with the consultants to ensure that the decontamination works were undertaken in such a manner that the re-contouring of the site and all major earthworks took place at this stage. Regular community consultation took place to ensure that the park was designed to the local community's wishes and the final design was influenced by this input.

Explain the role of the key partners

West Dunbartonshire Council Environmental Health secured contractors and funding to undertake the remediation of the site.

West Dunbartonshire Council Forward Planning and Regeneration undertook initial consultation with the local community, reallocated the site from housing for open space through the local plan, and made funds available for the soft landscaping, formation of footpaths and design of the park.

West Dunbartonshire Greenspace project managed the landscaping, community consultation over design and implementation of the fund design.

West Dunbartonshire Environment Trust acted as contractors for the landscaping and path works providing training for New Deal and training for work participants.

What results were achieved?

The project has created a new valuable area of Greenspace which is regularly used by the community, and the recycling of such a site is considered a sustainable use of resources.

A former contaminated site has been remediated and brought into beneficial use of the local community. Environmental education with local primary schools takes place, whilst the seating area provides an area that local residents can relax. The site provides access to the wider Duntocher Burn walkway further developing the Green Network in West Dunbartonshire. The development of the site has also assisted those not in education or employment with training opportunities.

In summary, why does this piece of work merit an Award?

This project demonstrates good partnership working between different Council Departments, the public and external agencies. It has resulted in a former area of contaminated vacant and derelict land being brought into productive use for the benefit of the local community. The project has allowed those not in education or employment to gain valuable training opportunities. The process of creating a new area of Greenspace has involved the local community, and is used for environmental education purposes with local schoolchildren.
