Description of project

Kier Homes and the Burrell Company (the Development Team) successfully implemented a thorough and robust consultative approach to the delivery of the Planning and Listed Building Consents for the residential redevelopment at Hawkhead Hospital, Paisley.

Planning and Listed Building Consent has been granted by Renfrewshire Council for the conversion and refurbishment of 8 listed buildings, the demolition of 5 listed buildings and the erection of 195 new build units comprising of flats, terraces, townhouses and detached villas.

A development of the scale and complexity of the redevelopment of Hawkhead Hospital required the consideration of a wide range of factors to ensure that the highest quality of development was delivered. Kier Homes and the Burrell Company ensured that this happened through the pro-active management of the consultation approach adopted in the evolution and production of several statements I documents that were required to ensure the developments delivery through the statutory planning process.

Describe the background to the project

Hawkhead Hospital is a former infectious diseases hospital which was built in 1936 and designed by Thomas Smith Tait, arguably the most influential Scottish architect of the inter war period. The Hawkhead Hospital complex is a grouping of listed buildings comprising of one category A listed building and twelve category B listed buildings. The listed campus is set within a mature landscape which includes 2 SINC's, an area of ancient woodland, a blanket TPO, a national cycle route and a functioning cancer care hospice within the original grounds. The site is also on Renfrewshire Council's Listed Buildings at Risk register. The hospital site was declared surplus by the NHS and put on the open market in November 2004.

The design team recognized from the outset that the complexities of the site required a robust and proactive approach to consultation to ensure that the development proposals were delivered through the statutory planning process both timeously and with a degree of certainty. This involved working in close partnership with Renfrewshire Council and Historic Scotland in particular.

What are the aims and objectives of the project?

To be pro-active in seeking to gain the agreement of Historic Scotland and Renfrewshire Council to development proposals through early constructive consultation.

To manage the statutory planning process in a pro-active manner that delivers a site of the highest quality within realistic timescales.

Create a development of quality that brings benefits and prestige to the NHS, the local community/ Renfrewshire Council and the developers.

To promote Kier Homes consultative approach to development delivery and enhance our relationship and reputation with Renfrewshire Council and other statutory decision makers.

Over what timescale has the project been developed?

November 2004 - Hawkhead Hospital put on open market by NHS; Kier Homes and Burrell Company commence discussions with Renfrewshire Council on development proposal.

May 2005 - Kier Homes &The Burrell Company appointed preferred developers by NHS

May 2005 - August 2006 - Detailed pre-application consultation forum with Renfrewshire Council and Historic Scotland developed around creation of conservation plan in line with Historic Scotland Guidance. Pre-application discussion with all other statutory consultees and interested bodies structured through Environmental Statement. Further bodies of work including listed building condition survey, flood risk assessment and compensation report, landscape strategy and design statement commenced.

August 2006 - Planning Application &supporting information submitted.

April 2007 - Planning & Listed Building Consent approved by Renfrewshire Council subject to S.75 (Ground Maintenance) and referral to Historic Scotland.

June 2007 - Planning & Listed Building Consent Granted following HS approval and completion of S.75

Explain the process and action taken

The development team created an ambitious yet deliverable initial development proposal which was based on the reality of the sites constraints, both physical and planning, whilst still delivering a commercially viable proposal.

The initial development proposals were created through Kier Homes professional understanding of the opportunities afforded by the sites complex planning status (detailed above) and discussions with the Council's Listed Building Officer. This ensured that from the outset the development proposals were based on strong planning principles taking cognisance of national guidance and local planning policies.

The consultant team was instructed to continue Kier Homes ethos of collaboration and partnership with the key statutory bodies, and·the community at the pre-application stage to ensure that the applications submitted were supported by all key stakeholders. This involved numerous meetings with inter alia planning officers, listed building officers, roads officers, drainage officers, SNH, Historic Scotland, SEPA and Scottish Water. The Community Council was also engaged along with the elected Councilors (for information purposes) and the facilitators of the cancer care hospice (Accord Hospice).

This robust and managed process, and the development teams approach, ensured that the applications submitted for determination were as holistic, connected and deliverable as possible.

Explain the role of the key partners

Kier Homes were the lead developers for the project, managing the development team and the initial interface with the statutory bodies. Kier set the innovative development ethos for the project following on from the successful implementation of a similar approach for the redevelopment of Belvidere Hospital in Glasgow's East End. Kier Homes Land & Planning teams professional knowledge of both the planning system and the development process facilitated the delivery of a very complex and sensitive site in a manner that was embraced by the key stakeholders.

The Burrell Company is a highly regarded listed building and conservation specialist development company. The key role of the Burrell Company was to bring quality and prestige to the redevelopment of the listed buildings retained whilst developing the detailed proposals in partnership with Historic Scotland and Renfrewshire Councils listed buildings officer.

The extended development team included Turley Associates (Planning Consultants), Holmes Partnership (Architects - Masterplan & New Build Design) & Elder & Canon (Architects - Listed Buildings)

What results were achieved?

Only 2 letters of objection were received from members of the public.

A high quality of design was successfully achieved, along with a commercially viable outcome for the development team and the landowner ( NHS).

Planning & Listed Building consent approved by Renfrewshire Council within 8 months of submission with minimal post submission amendments to the original development proposal.

The development team was publicly thanked by the local councilor at the planning board for their approach to the development.

In summary, why does this piece of work merit an Award?

The development team has delivered an extremely complex and sensitive site through the statutory planning process in a manner that embodies the vision of partnership working between developers, councils and other statutory bodies as is currently being promoted by the Scottish Executive. This approach was pro-actively promoted by the development team who committed to delivering the site in an open manner from the outset and encouraged the statutory bodies to engage in the process.

The sensitively managed approach taken resulted in an open forum for constructive consultation to take place which ensured that the highest quality of development was consented within agreed timescales.

Kier Homes consultative approach to development has embraced the important merits and planning status of the site and developed relationships between the key stakeholders.. This has ensured the highest quality of development and also a commercially viable outcome for the landowner and Kier Homes.
