Description of project
The project involves the innovative development and use of 3 dimensional computer modelling software to directly assist in the development management process as well showing the final products of process. The software (Google SketchUp) is a tool that allows the quick, easy and cost effective visualisation of the urban environment to enable consideration of development proposals as they evolve and change. It assists consideration of the mass, form and design of development proposals. It can be changed quickly to keep abreast of ideas as they develop to allow new thinking, concepts and proposals to be tested. |
Describe the background to the project
The use of 3D modelling is a desire that is not new. But it is often a process hampered by expense and time, usually providing one-off finished proposals. For Dundee City Council, such an approach would in the past have required external 3d computer practitioners and would have been prohibitively expensive. However, the Dundee Central Waterfront project has taken advantage of new developments in 3D computer software. These have provided an economic solution that has greatly assisted the process of consideration and understanding of the projects' masterplan. The masterplan, which was originally progressed in 2D drawings, needed 3D a model to show to a wider audience, including a critically-interested public. The nature of the software chosen has allowed for a model to be developed in-house, used in discussions, and then speedily updated keeping up with the flow of ideas. |
What are the aims and objectives of the project?
To develop the use of 3D modelling software as a powerful tool, not only to use in final presentations, but to assist land use planning in Dundee. The objective is to enable ideas to be tested and urban design issues to be explored. Visualising proposals to bring a wider public into the design process allowing their understanding to be clearer and enabling greater involvement. This approach, presently being developed under the Dundee Waterfront project, will be progressively extended to the wider planning process and assist in the consideration of development proposals throughout the City. |
Over what timescale has the project been developed?
The project has been running for 18 months during which time the Waterfront model has been built and used on numerous occasions to debate and consider many details and views. It will continue to be used and developed for public discussion. It is proposed that the use of 3D modelling will continue to extend to other parts of the City and that through time a more comprehensive picture will be developed. |
Explain the process and action taken
Proposed buildings or road layout changes for the Dundee Waterfront project are drawn into the model including any options prior to discussion. At meetings the model can be viewed and easily manipulated as required. Any changes can be made for the next meeting. Models from architects and engineers have been inserted. 'Fly through' videos are taken for sending out to others and will eventually appear on the Dundee Waterfront website as progress is made. Architects making planning applications for the Waterfront area are now encouraged to supply the Council with models to be included in the Waterfront model. It is considered important to keep the model flexible so that it can be continuously updated. |
Explain the role of the key partners
Dundee City Council's GIS Project Manager provided information to enable the development of the 3D model. This information included Ordnance Survey MasterMap data that identifies the basic building blocks. To this was added terrain information which provided contour details. Finally, information from a radar survey of building heights in the inner part of Dundee has been incorporated. This information enables a simple but fairly accurate 3D model of much of the City centre to be created. This model has the potential to link to a wide variety of data held in the Council Geographic Information System such as listed buildings and public transport routes. |
What results were achieved?
At this stage the digital model focuses on the Dundee Central Waterfront area. It has been used to help visualise the pattern of proposed new development and has been useful in encouraging public involvement in the planning process. The model has been used as a tool to assist with the determination of planning applications within the area using information provided by applicants to place the proposal into a 3D context. Design meetings have been shortened due to partners gaining a clear understanding of what is being discussed when viewing the model. Short movies, 'fly-throughs', taken of the model have been shown publicly on numerous occasions and recently incorporated into a documentary by Lesley Riddoch about the history and development of the Dundee's waterfront. |
In summary, why does this piece of work merit an Award?
The Google SketchUp model of the Dundee Central Waterfront area is a powerful, flexible and cost effective tool that will greatly assist the process of development management. Its pioneering use in this location provides a basis that will be extended to cover other parts of the City. The model aids the understanding of planning proposals by all participants in the process and provides a significant opportunity for enhancing involvement in development management through the use of new technology. |
