Description of project
The project was to develop a Campus Plan for the University of Dundee. An attractive, stimulating and efficient campus is crucial to the success of the University in attracting students, staff and visitors which in turn will ultimately enrich the economic, social and urban vitality of Dundee. The Campus Plan set a vision for the future development of the area and has informed the decision making processes of the University, as well as providing the Council and Scottish Enterprise Tayside with a clear framework for future planning and investment. The Campus Plan identified opportunities for positive place making and has helped create better links between faculty buildings and the surrounding areas. It has provided a context for the development of award-winning architectural 'set-pieces', the enhancement of important edges and stimulated development on adjacent vacant sites. |
Describe the background to the project
The University of Dundee Campus had grown incrementally during the 20th century without a cohesive framework. This had resulted in a lack of connectivity between existing buildings, green spaces, future development sites, transport links, housing and ultimately the surrounding 'grain' of city. Since 1994 the University of Dundee has doubled in size. In this context, and in anticipation of the role that the University Campus should play in the 21st Century, the University of Dundee together with Dundee City Council and Scottish Enterprise Tayside commissioned consultants to prepare a Campus Plan in 2001. Following the successful development of a number of key new buildings further consultants were invited in 2004 to review the level of detail for the next stages of the master-planning process. |
What are the aims and objectives of the project?
The aim of the project was to prepare a Campus Plan to guide development of the University of Dundee's campus. The objectives were that the campus should contain more student accommodation to give the campus 'life' both night and day; to improve the existing frontages to enhance the campus from surrounding areas; to create a new heart within the campus by forming a major new green linear space which physically links the various faculties; to provide a context for new development to connect the physical and social environment: and to improve physical links between the campus and surrounding areas. |
Over what timescale has the project been developed?
The University of Dundee Campus Plan was completed in 2001. In recognition of its importance to the future development of the Campus, Dundee City Council's Planning and Transportation Committee approved the Plan in 2002 as supplementary planning guidance to the statutory development plan and as a material consideration in the development management process. In 2004 the University of Dundee commissioned consultants to review of the Campus Plan. The main components of the new Plan remain the same with changes representing refinements to the original which do not materially affect the principles previously agreed. This revised Campus Plan has been approved by Dundee City Council. |
Explain the process and action taken
In 2001 consultants hosted a series of design workshops to record the views of the University staff as the basis to the master-planning process and through levels of detail and collaboration between the University of Dundee, Scottish Enterprise Tayside and Dundee City Council the final stages of the master-planning process were approved in 2005. In 2002, and in 2006, Dundee City Council approved the Campus Master-plan as the material planning guidance for the future development of the Campus area to ensure the design framework and building quality were achieved. |

What results were achieved?
Since 2002 eight key buildings have been completed. These have included two new student residences for some 1200 students bringing an additional 900 students to live within the campus. New academic buildings include the Centre for Interdisciplinary Research and the award winning Queen Mother Research building. Progress has been made to enable the implementation of the Campus 'Green' as the physical and social heart of the place. The current investment by the University in the Campus totals £200 million. This investment is stimulating additional private investment in adjacent areas, providing a positive re-use for vacant sites in an area of land-use change. The successful redevelopment of the University Campus is a key component in the positive efforts of the Dundee Partnership to promote the City as a place to live, work and visit. |

The project has successfully brought together planning partners to draft and implement a vision that has resulted in a campus that now has a safe, attractive and cohesive collegiate character that offers the opportunity for faculties to work better together and for their students to connect, provides modern facilities attracting staff and students alike, and ultimately adding a fresh vitality to the campus and the wider city. |
