Chapter 2 - PROFILE OF RESPONDENTS
Introduction
In this Chapter, there is discussion of the number of responses received and their characteristics. Distribution statistics are also provided, as well as comment on the responses.
Respondents by sector and interest group
The Scottish Executive received responses from 226 organisations or individuals in total to its consultation on the draft Children's Services (Scotland) Bill. A list of the respondents is given below and this indicates responses from 89 individuals and 137 organisations. A break-down by sector of the 5300 consultees to whom the consultation document was sent is also provided.
In addition, the consultation document and response form were available online. No information is available on the number of people who viewed the document online. Approximately 56 responses (just under 25% of the total) were received via the online response form, mostly from individual respondents rather than organisations.
Note that, because of the variety of organisations and individuals consulted, some were difficult to classify. In addition, lack of specific information made some of the categorisation doubtful - for example, a number of those consulted claimed to be responding as 'individuals' but also added comments based on the 'organisation' for which they worked or volunteered.
Four organisations asked for their response to be treated in confidence. This means, while we have printed their names below, we have not used their response text in any quotes in this consultation analysis report. Their responses are included in any statistics quoted.

In most cases the comments clearly or apparently formed the official response of the organisation. In other cases an official or professional within an organisation replied, using the organisation's letterhead, and stated that they were giving a personal response.
Not all respondents answered all the questions provided in the response form. Some respondents did not use the response form at all, preferring to provide their responses in the form of a narrative on the draft Bill. Some respondents answered the questions in the response form but also provided additional evidence in the form of a narrative or supporting papers and research.
Age and professional interest of respondents
Questions were also asked of individual respondents on their age and their professional interest or background. Not all respondents answered these questions. The breakdown is as follows:

Individual respondents were asked to indicate their age. 95 out of 226 respondents provided a response to this question. Some of the respondents who answered this question classified their response as from an organisation rather than individual. The assumption has been made that the age indicated is that of the individual responding on behalf of the organisation.

There are obviously a number of significant gaps in the consultation analysis based on these figures. A critical gap to address in any future work will be meaningfully obtaining the views of children and young people under 18 years of age, services for whom the draft Bill was intended to cover.
Professional background
Individual respondents were asked to indicate their professional background. 100 out of 226 respondents provided a response to this question. Some of the respondents who answered this question classified their response as from an organisation rather than individual. The assumption has been made that the professional background indicated is that of the individual responding on behalf of the organisation. A number of the Children's Panel Members who responded are recorded under voluntary sector or other.
