DescriptionThe draft Children’s Services (Scotland) Bill, consulted on before the Election, contained 2 Parts. Part 1 proposed new legal provisions to define at a high level the roles and responsibilities of all agencies (not just social work or local authorities) to identify need and to act to help children. Part 2 proposed changes to the statutory basis for referring children to the Children’s Hearings system and various changes to the operation of the Children’s Hearings system.
