SECTION SEVEN CHECKLIST FOR PROVIDERS
There is no single method that would be appropriate to all sites; providers should consider issues surrounding the car park such as:
1 TYPE OF FACILITY/SERVICE
a. How many people with disabilities are expected to use the car park?
b. Is there a risk of losing customers as a result of intervention?
c. Is the car park open to the public or to a 'closed' membership?
2 DESIGN AND CAPACITY
a. Is the car park regularly used or rarely at capacity?
b. Does the availability of reserved bays exceed demand?
c. What other facilities are situated close to reserved bays ( e.g.ATM facilities, parent and child bays)?
d. Do non-reserved bays have a much smaller width size to reserved bays?
e. Is the car park integrated or dispersed?
3 MONITORING AND ENFORCEMENT CAPABILITIES
a. What resources are available in which to monitor abuse on site, and carry out enforcement?
b. Is the health and safety of staff used to carry out enforcement potentially at risk?
4 FACTORS MOTIVATING BAY MISUSE AND TYPE OF BEHAVIOUR
a. What other factors might be encouraging people to misuse reserved bays?
b. Who is misusing bays and how often?
c. Is bay abuse 'accidental', deliberate, occasional or persistent?
