SECTION SIX PRINCIPLES FOR ACTION
- People with disabilities are entitled to suitable parking to enable their access to services. Service providers are legally obligated to ensure accessibility.
- Enforcement is key to the prevention of inappropriate parking.
- There is no single method that would be appropriate to all sites. Important considerations are the design and capacity of, and demand for, the car park, and the causes of the problem.
- The approach to intervention should also be appropriate to the behaviour of people who misuse reserved parking bays at the site ( e.g. accidental, deliberate, occasional and persistent behavioural types, and misuse of the Blue Badge).
- Intervention measures should be visible and clear in their purpose to service users, with clear signage and warnings of the possible consequences.
- Revenue generated from fixed penalty fines, and other measures, e.g. vehicle removal (in areas where parking has been decriminalised) should not appear to be 'extortionate'.
- People who do not qualify for a Blue Badge Scheme but have reduced mobility, and people travelling with small children and/or older relatives might have a genuine need to use reserved parking bays in order to access a service.
