Note: Only partial data is available about RSLs, therefore the rate of ABCs is based on data from LAs only, unlike the ASBO data which relates to both LAs and RSLs. The rate of ABCs may therefore underestimate actual activity within the LA as a whole. This is illustrated within Glasgow, where if ABCs drawn up by Glasgow Housing Association are included, the rate of ABCs drawn up increases to 11 per 100,000 households.
