Responding to this Consultation Paper
We are inviting responses to this consultation paper by 4 January 2008.
You can respond to this consultation online, via the consultation web pages of the Scottish Government website at http://www.scotland.gov.uk/consultations (where you can view other consultation papers online) or on the Freshwater Fisheries web pages at http://www.scotland.gov.uk/Topics/Fisheries . You can telephone Freephone 0800 77 1234 to find out where your nearest public internet access point is. The Scottish Government is also inviting written responses and would be grateful if you could use the enclosed questionnaire and clearly indicate in your response which questions or parts of the consultation paper you are responding to as this will aid our analysis of the responses received. SGconsult complements, but in no way replaces SG distribution lists, and is designed to allow stakeholders to keep up to date with all SG consultation activity, and therefore be alerted at the earliest opportunity to those of most interest. Handling your response
We need to know how you wish your response to be handled and, in particular, whether you are happy for your response to be made public. The Respondent Information Form (either enclosed or online) will ensure that we treat your response appropriately. If you ask for your response not to be published we will regard it as confidential, and we will treat it accordingly. All respondents should be aware that the Scottish Government is subject to the provisions of the Freedom of Information (Scotland) Act 2002 and would therefore have to consider any request made to it under the Act for information relating to responses made to this consultation exercise.
Next steps in the process
Where respondents have given permission for their response to be made public, these will be made available to the public in the Scottish Government Library within 20 working days of the closing date and on the Scottish Government consultation web pages by January 2008. We will check all responses where agreement to publish has been given for any potentially defamatory material before logging them in the library or placing them on the website. You can make arrangements to view responses by contacting the SG Library on 0131 244 4565. Responses can be copied and sent to you, but a charge may be made for this service.
What happens next?
Following the closing date, all responses will be analysed and considered along with any other available evidence to help us reach a decision on content of the Strategic Framework. We aim to issue a report on this consultation process by Spring 2008.

We welcome responses to every aspect of the draft Strategic Framework, but we are particularly interested to hear views on the following specific areas: 1. Do you agree that some changes are required in Scottish freshwater fish and fisheries management if we are to secure a sustainable future for the sector? 2. Do you agree that in addition to the close working relationship that has already been developed between stakeholders and the Scottish Government, some further stakeholder working and evidence-gathering is essential before finalised proposals for new management systems and structures can be proposed? 3. Do you agree that the suggested Priorities for Action ( PFA) are sufficiently comprehensive and focused with respect to transparent evidence-gathering? a. Suggest any amendments to the details of proposed PFAs b. Suggest additional PFAs c. Suggest PFAs you consider unnecessary 4. Do you feel your specific interests are properly represented by the stakeholder groups involved in the creation of this draft Strategic Framework, and those proposed for participation in the PFA activities? 5. PFA activity will require significant stakeholder commitment over the next four years. Will your representative stakeholder organisation be able to allocate sufficient resources? 6. The proposed timetable for delivery of outcomes from the PFA activity is challenging, particularly over the next two years. Do you believe it is feasible to achieve this, and if not could you suggest reprioritisation which would allow the work to be spread more evenly over the next four years? |
