Foreword

The quality and value of Scotland's freshwater fisheries have long been recognised. Nevertheless, it is felt that there are numerous opportunities for improvement that could enhance the economic and social wellbeing of Scotland's people while protecting what is a vulnerable natural resource.

In recognition of this a group representing many of the fishing interests in Scotland has been working together to develop a strategic framework under which all interests can operate to achieve the shared goal of Scotland having sustainably managed freshwater fish and fisheries resources, that provide significant economic and social benefits for its people.

The steering group of representatives has produced the following framework which, in its view, outlines the direction within which the future management of fisheries in Scotland should work. The document recognises that management of fisheries will necessarily vary through individual circumstances and is not promoting a prescriptive approach to fisheries management. It does however suggest some priorities for action which the group believes will inform the evolutionary process of fisheries management.

The document is recognised as being aspirational, as are many of the timescales contained within it, particularly in delivery of the Priorities for Action. Much will depend on the ability of stakeholder groups being able to resource their input into the work required.

The Steering Group would welcome your comments on this initial framework and the proposed priorities for action. Constructive criticism as well as support will inform the Group towards finalising a framework for the fisheries sector developed by the fisheries sector.
