6.0 Quality assessment

6.1 The E-PRTR Regulation places an obligation on operators to assure the quality of the data that they submit. It additionally requires SEPA, as competent authority, to assess the quality of submitted data. It is proposed that on receiving data submissions from E-PRTR operators, SEPA will consider the completeness, consistency and credibility of the data. They will additionally assess the data, as appropriate, against other information and knowledge that they have available about an activity, including information received as part of the permitting process and subsequent compliance assessments. SEPA will adopt a risk based approach in applying these checks. In the case of discrepancies, inaccuracies, or uncertainties, SEPA will seek further information from the operator concerned. SEPA will be aided in this respect by a requirement placed on operators by the E-PRTR Regulation to keep records of the data, and methodology by which the reported information was derived, for a period of five years.
