This paper sets out the background, consultation timetable, and where to send your response to The Disposal of Land by Local Authorities (Scotland) Regulations. In particular, I wish to draw your attention to paragraph 7, which invites specific comments on the Regulations.

Regulations and Explanatory Note regarding the disposal of land by local authorities at less than market value.

4. Statutory Guidance

This guidance relates to the duty to appoint and instruct a suitably qualified valuer when determining the value of land that is disposed for less than full value; and the factors to be taken into account by that valuer in assessing the best consideration that can reasonably be obtained for land that is disposed for less than market value.
