ANNEX 4: APPROACH TO ANALYSIS OF COST BENEFITS
Introduction
This section outlines the analysis undertaken as part of the cost benefit analysis in chapter six. As part of this chapter, a review of website activity was taken as detailed below for each of the six CC websites.

The first comment of note is a critique of the Evaluation:
Den said on 17 Aug at 23:06: I must be missing something on this one. With almost 300 comments added to the subjects on this website at present. The Scottish Executive is spending our money paying ECOTEC research and consultants to evaluate B/Burn Community Council website. Does this mean that the CONTENT of the comments on this website is irrelevant? If they don't meet the requirements of THE SCOTTISH EXECUTIVE? Where is the money coming from to pay consultants? On looking at all the websites available for Community councils this is the one used the most. Give the money to charity stop wasting our money. This website is required by Bannockburn community leave it alone.( Could it be the powers that be don't like the feedback from this community?)
The website archives contain a regular amount of information about issues and events per month.

The gender balance of participants was dominantly male, and the frequent use of capitalisation and multiple question marks in the postings indicates assertiveness, even aggression, in some responses. Many of the responses were statements of views held by people, and there was not a lot of evidence of dialogue and resolution. Without any accompanying demographics it was not possible to identify whether these participants include citizens who previously would not have participated in democratic dialogue, or who were from key target groups such as the elderly. However, we should note that the goals noted above do not explicitly seek a widening of participation.
