CHAPTER 9: THE ELEMENTS NEEDED FOR THE APPRAISAL UNDER COMPETITION RULES AND, WHEN APPLICABLE, THE LIST OF AID SCHEMES AUTHORISED UNDER ARTICLES 87, 88 AND 89 OF THE TREATY TO BE USED FOR THE IMPLEMENTATION OF THE PROGRAMME
This Chapter sets out the State Aid arrangements for the 2007-13 SRDP, taking account of the implications of the State Aid provisions in 1698/2005, and the provisions highlighted in the most recent set of measure fiches and Commission Guidance.
The Managing Authority will issue guidelines on State Aid rules to support those involved in the assessment and selection of applications for funding under the SRDP. Measures under Axes 1 and 2 of the RDR will be covered by de minimis and Block Exemption Rules under the relevant Agricultural and Industrial State Aid regulations. Compliance will be ensured with the Community Guidelines on State Aid in the Agriculture and Forestry Sector 2007-13. The Managing Authority will ensure that Axis 3 Measures are in compliance with the relevant State Aid rules on de minimis support in the agriculture and industrial sectors, SME Block exemptions and on training activities.
Additional national funding permitted under Article 89 of Regulation ( EC) No 1698/2005 will be paid under two measures; namely agri-environment and forestry. It is estimated that the total for these will be in the region of€70,000 respectively per annum.
Annex 5 provides tables that illustrate the State Aid cover for each measure in the 2007-13 SRDP. This includes the intensity of the aid, the overall levels of grant and the relevant regulation that provides State Aid cover. Where necessary, the Managing Authority will ensure that such aid is recorded and reported as required to avoid duplication or the breaching of thresholds.
