PRODUCTION OF COLLABORATIVE LOCAL DEVELOPMENT STRATEGIES ENCOMPASSING AXIS 3 MEASURES (Tier 3)

Rationale for Intervention

Local development strategies involving multiple stakeholders can provide a coherent and integrated framework for developing individual projects, showing how specific investments will contribute to clearly identified local priorities. They can also demonstrate the benefits to be gained from a co-ordinated programme of investments.

In addition, the process of developing the strategies, through public-private partnerships, can promote capacity development within rural communities and help ensure ownership of the proposed activities across the key stakeholders within the affected communities, which in turn will facilitate successful implementation and maximise impact. A previous scheme of this type that operated in the north and west of Scotland was widely acclaimed for its success in facilitating local development.

Objectives of the measure

The objective of the measure is to promote the acquisition of skills and provide animation activities to prepare and implement local development strategies at a sub-regional level.

Scope and actions

This measure will support:

  • studies of the area concerned;
  • the provision of information about the area and the local development strategy once developed;
  • the training of staff involved in the preparation and implementation of the local development strategy;
  • promotional events;
  • training of leaders;
  • implementation by public private partnerships, other than those defined by article 62 (1)(b) (ie the Local Action Groups under axis 4 concerning the Leader approach) of the local development strategy encompassing one or more measures to diversify the rural economy, improve the quality of life in rural areas or to provide complementary training for economic actions.

Definition of beneficiaries

Partnerships (including a minimum of 33% non public sector representatives) and the individual partners involved in the development and implementation of a local development strategy.

Type of aid

Capital funding for research and consultancy, promotional work, information provision and implementation of the strategy.

Revenue funding for training costs.

Aid intensity

Variable, dependent on type of activity funded and availability of other funding. A maximum of 15% of the public expenditure relating to the relevant local development strategy, can be devoted to the running coasts of the public-private partnership.
