Rationale for Intervention
A key objective under Axis 3 of the Strategic Plan is to support rural enterprise, including tourism, through diversification beyond agriculture and forestry. Such action should capitalise on local natural, cultural and community assets and on Scottish food and woodland products.
Tourism is one of the key drivers for economic development across Scotland, as recognised by the strategic priorities highlighted by the Enterprise network, and is particularly important in rural areas. It creates new employment opportunities and increases the overall financial resources available to rural areas. However, the Enterprise network has chosen to focus its own efforts and resources on large scale, strategic projects. This measure compliments that input by focusing on small-scale tourism facilities at a local level.
By sharing the cost of the capital investments required to develop or upgrade small scale tourism related facilities we can achieve dual benefits; pump-priming individual land based businesses to diversify their sources of income and also encouraging tourism in rural Scotland.
Objectives of the measure
To encourage land based businesses to set up or expand small scale tourism enterprises to complement or supplement their income from traditional agricultural activities, with the intention of keeping the family within the rural community at the same time as reducing the household's on-going reliance on agricultural subsidies.
Scope and actions
Potential beneficiaries will receive support for:
- the provision or upgrading of small scale tourist accommodation, whether new build or through the conversion of existing redundant buildings;
- the provision of small scale leisure or recreational infrastructure or visitor facilities; and/or
- the development and marketing of tourism services related to rural tourism.
Definition of beneficiaries
Existing land based businesses including farming, forestry and estate management.
Type of investments
The capital investments eligible for funding will include tangible or intangible costs related to: new or upgraded buildings or structures, the development or upgrading of services or other infrastructural elements, fixed machinery or equipment, the acquisition or development of information technology, general costs related to these expenditures eg architects, engineers or consultants fees, marketing and promotional costs.
Domestic white goods are excluded from funding.

Variable, dependent on requirement to allow the project to go ahead, with a ceiling of 50% of eligible costs.
