3. Additional notes for Housing Benefit and Council Tax Benefit:
a A household is either one person living alone, or a group of people who share common housekeeping or a living room.
b Figures may be affected by the introduction of Pension Credits
c The reported rise in caseload, particularly from Nov 2003, may largely reflect the impact of a large reduction in the number of outstanding claims, due to recent administration rule changes, rather that a true rise in the number of benefit recipients.
d Housing Benefit recipients exclude extended payment cases.
e Council Tax Benefit recipients do not include second adult rebatese
f percentages are of GROS household estimates
