1 Statistical Group is a hierarchical variable. A person who fits into more than one category will only appear in the top-most one for which they are eligible.
a. Job Seeker: claimant on Jobseekers Allowance;
b. Incapacity Benefits: claimant on Incapacity Benefit or Severe Disablement Allowance;
c. Lone Parent: claimant on Income Support with child under 16 and no partner;
d. Carer: claimant entitled to Carer's Allowance;
e. Other Income Related Benefit: claimant on Income Support or Pension Credit;
f. Disabled: claimant on Attendance Allowance or Disability Living Allowance;
g. Bereaved: claimant on Bereavement Benefit or Widow's Benefit;
For example a claimant of Disability Living Allowance and Jobseekers Allowance would appear in "Job Seeker", not in "Disabled".

Benefits and Tax credits

Table 5.3 shows that 553.2 thousand people of working age (13% of the working age population) in Scotland were in receipt of one or more of a range of key benefits at August 2006. Within Scotland, Glasgow had the highest rate of recipients of key benefits at 21% of the working age population (also see map 5.1), closely followed by Inverclyde and West Dunbartonshire (both 18%). The lowest rate was 8%, in Aberdeenshire, East Dunbartonshire, East Renfrewshire, the Orkney Islands and the Shetland Islands. The largest group of claimants (308 thousand) were claiming Incapacity Benefits (either Incapacity Benefit or Severe Disablement Allowance). Table 5.4 shows the recipients of the main individual benefits in Scotland, together with the proportion of the population.

The introduction of tax credits in 2003 has extended state support to working people, in particular to those with children or in low-paid jobs. Table 5.5 shows that at December 2006, 402.3 thousand families were receiving the Child Tax Credit or Working Tax credit or both, compared to 369.4 thousand families in July 2003. Out of the total families in work with children, the number receiving both Child Tax Credit and Working Tax Credit has increased from 135.7 thousand families in July 2003 to 140.6 thousand families in December 2006. The number of families in work but without children and receiving Working Tax Credit has risen from 14.5 thousand in July 2003 to 39.8 thousand in December 2006.
