6 FINANCE
LEADER will be funded through three measures under the SRDP. The total Axis IV ( LEADER) budget for 2007-2013 will be some £41.1m (â'¬59.9m). The three measures are:
- local development strategies
- co-operation
- LAG running costs, and publicity/animation costs.
6.1 Potential LAGs will submit bids for LEADER money based on the amount of match funding which partners are able to commit to the implementation of the local development strategy. As a guide it is expected that the average intervention rate for LEADER funding should not exceed 50% of eligible project cost, apart from trans national co-operation projects, where a higher rate of 70% applies. LAGs may, of course, select higher or lower rates for certain types of community-driven projects which would, taken together over each calendar year, produce an average 50% rate. LAGs will be selected on the basis of their local strategies, business plans and bids for LEADER money ( see Annex 2).
6.2 Once selected each LAG will be notified of the level of funding awarded to implement its strategy and invited to sign a Service Level Agreement with the Scottish Executive before the transfer of LEADER funds.
6.3 An advance sum will be paid to LAGs to get publicity and animation underway, staff recruited and processes and equipment purchased. Funding will be made on a regular quarterly basis against eligible costs incurred during the previous three months.
6.4 Section 5.1 above indicates that Scottish Executive is seeking a Lead Partner who will take responsibility for the Administration and account for the LEADER funding.
6.5 As with all European funding programmes the SRDP as a whole will be subject to the N+2 rule. Thus we will be looking for LEADER projects to be completed within two years of approval, or split into two or more distinct phases over a longer period.
