1 OVERALL TIMETABLE & SELECTION OF LAGs

The selection of Local Action Groups and the award of funding for LEADER will take place in two rounds. The first round of the selection process is expected to run from June 2007 to December 2007, and should permit all those Groups which have been active under Leader+ to submit bids. A second round of applications will be invited early in 2008. This is designed to allow further time for the areas of Scotland not currently covered by LAGs under Leader+ to develop partnerships, build capacity, elaborate their strategies and submit them for selection (though there is no bar on their submission in the first round).

To be considered for funding in the first round, potential partners for LAGs are invited to join together into a prospective LAG for 2007-2013 and agree the Partnership Details they wish to have LEADER 2007-2013 cover in the light of the proposed regional structure. This should be agreed and notified to the Scottish Executive by 22 August 2007.

At the same time, you are also invited to prepare Local Development Strategies and BusinessPlans for your respective areas. These should be submitted to the Scottish Executive by 31 October 2007, when they will be analysed and a decision taken by a Selection Panel as to whether they satisfy the criteria and meet all the requirements. We recognise that the strategy will largely be in outline form, and should continue to be refined and reviewed over the coming year as priorities are confirmed. Once the SRDP has been approved, LAGs will be notified of selection in December 2007, and funding awarded. Should it become clear that SRDP approval is likely to be delayed then there may be additional time allowed for the preparation of the strategies.

A template is attached atAnnex 1 to assist in the preparation of this material, and we would be grateful if you could use this to record your Partnership Details, Local Development Strategies and Business Plans

  • May/June 2008 second round of strategies and business plans submitted
  • June/July 2008 LAGs selected and informed
  • October 2008 call for revised strategy

1.2 Selection Panel

A panel will be set up to assess applications by LAGs to set up LEADER programmes. The members of the panel will have a wide involvement in rural affairs.
