INTRODUCTION
This guidance has been designed as an aid for potential Local Action Groups ( LAGs) to assist in the various processes involved in bidding for funding under the new LEADER programme 2007-13. The idea has been to keep the main body of text as brief as possible with links to more in-depth guidance in the annexes. Annex 8 contains a comprehensive guide to the structure of the different bodies involved. The guidance will also be posted on the Rural Directorate website at www.scotland.gov.uk/Topics/Rural/RDR Other Leader documentation will also appear on this website as it becomes available.
The main priority under Axis IV ( LEADER) of the Rural Development Regulation ( EC) No. 1698/2005 is to increase the capacity of local rural community and business networks to build human capital, innovate and co-operate in order to tackle local development objectives. In brief the Axis IV outcome is "Innovative Governance and Rural Capacity Building".
LEADER actions will be distinguished not so much by the substance of the measures to be implemented as by their development and implementation by local actors. Whilst they must be complementary to the wider national and regional strategies, their ability to secure commitment at local level will be key to their effective delivery.
