ANNEX 3 STRATEGIC KEY STAKEHOLDER INTERVIEW SCHEDULE
Section A: General ALL
1. Can you tell me what your job/role is?
[job title, main role functions, interactions with other agencies]
2. In your role/job, what do you see as the main concerns of people living in this community? [health, antisocial behaviour, crime, young people, older people, female, males]
a. In your role/job, what do you see as the main effects of alcohol in this community?
3. What do you believe are the main issues with regards to the way alcohol is sold through off-sales in general?
a. What do you believe are the main issues with regards to the way alcohol is sold through off-sales in this community?
b. Who should take responsibility for these issues? [discuss each issue separately]
4. Do you know what the main off-sales outlets are in your community?
5. There have been changes recently to licensing laws both within Scotland and England, do you have any thoughts about these?
[opinion about impacts in England, view of what will happen in Scotland
- If person has detailed knowledge of alcohol industry, give brief overview (read docs) however, do not ask for their opinion as they will have had too little time to consider]
6. How do you think these changes affect the selling of alcohol within the off-sales environment? [in England/Scotland]
a. How do you think they will change the sale of alcohol in your community? [same for all venues?]
Again, as above, do not prompt people for answers if they do not know what changes are.
Section B: Behaviour & Health ALL
7. Do you believe that the sale of alcohol in your community has specific health consequences for people?
a. Does this change with regards to on-sales
b. Does this change with regards to off-sales
c. Do these vary for different groups of people
d. Can you give a rough indication of the scale of the problem in your area?
8. What services/mechanisms are available to assist with reducing alcohol related problems in your area?
a. Do these adequately cover your needs?
b. If not, what else is required?
9. Thinking about the community you work in, have you seen any problematic behaviour involving alcohol sold at off-sales premises? [either supermarkets, convenience stores, dedicated off-sales]

c. Who was involved?
d. Does it differ at the different types of off-sales establishments?

14. When thinking of alcohol sold from off-sales, what do you understand by the term promotions? [try to avoid discussion of advertising as not relevant]
a. Do these differ in the various local off-sales establishments? [supermarkets, convenience stores, dedicated off-sales]
15. Can you give examples of what you have seen with regards to promotions?
16. In your experience, would you say that local consumer behaviour is affected by local promotions? [ask for all groups mentioned - any differences between different types of promotion ? Seek information about any differences between purchasing and consumptions levels]
