06 Scottish Action Programme
Summary
- This Section will contain details of a joint programme for development of Scottish resilience and civil protection.
- The programme will be prepared by the Scottish Executive in consultation with the SECC, SCGs and other stakeholders.
- An outline of the service established to develop a national level exercising and training strategy for Scotland is provided.
Scottish Resilience Development Service
1.1 The Scottish Resilience Development Service was established in Strathearn House, Perth on 2 April 2007 in response to recommendations made to the Scottish Emergencies Co-ordinating Committee that there was a need to "design and implement a training and exercising strategy for the civil contingencies community within Scotland in order to support civil contingencies operations".
1.2 The Service's priorities are:
- The development of a training framework for Scotland's civil contingencies community: The community includes statutory responders, private and voluntary sector agencies that have a role in supporting Scotland's resilience, the armed forces in Scotland and the Scottish Executive itself. The framework aims to ensure that individuals within these organisations have the skills they need to perform their civil contingencies role. Particular attention is being paid to supporting strategic managers and civil contingencies practitioners.
- Improving the way lessons are learned from exercises and real events: The Service aims to recruit a librarian whose role will be to support agencies in learning lessons - and to ensure they are followed up. A database of events and lessons identified is due to be created.
- Exercising: The Service will be responsible for co-ordinating a number of exercises that are sponsored each year by the Scottish Emergencies Co-ordinating Committee. This programme will include training events as well as evaluations which seek to assess particular capabilities. In addition, the Service aims to support local exercise planners in achieving training and exercising priorities for individual Strategic Co-ordinating Groups.
1.3 While the Service is already engaged in supporting various exercises and evaluations, the current financial year is very much a transitional one. A number of activities, for example the development of the training framework, are not expected to come to fruition for several months at the minimum.
