APPENDIX C METHODOLOGY

In advance of the Group starting their task, the Executive had collated background information on the range of spending programmes across the Executive. The Group used this information as the basis of their investigation of programmes.

The initial Group of eight reviewers split into four pairings, each focusing on separate portfolios. The four additional reviewers divided themselves across the teams:

Approach

The Group carried out the Review on a part-time basis, i.e. 2-3 days per week.

The Group gathered evidence from the published budget documents, information provided by budget holders (see Appendix D for the range of information collated) and by holding a series of meetings.

The Group met with Portfolio Ministers and Heads of Departments at the start of the Review. They then met a range of budget holders, other officials and stakeholders.

The Group met together every three weeks to share progress, experience, and emerging themes. These meetings were also used as discussion sessions with a range of people, from Finance Ministers to Audit Scotland.
