Consultation Process - Provisional Thoughts (November 1999)

The Consultation Process - 1

Remit:

To make recommendations for the future role of CoSLA and local authorities with regard to provision for Travellers and ensure a co-ordinated approach throughout Scotland.

To identify any need for further guidance on any aspect relating to Travelling People and to recommend how that need might best be met.

The Consultation Process - 2

1998

Regular meetings established with a number of agencies: (ACPOS/CoSLA/TSMA/SCF/SGTA; plus, latterly, the Scottish Traveller Consortium [SCF/SGTA/SHRC]).

Compact with the voluntary sector.

Spring 1999

Agencies invited to give ideas for the future.

Discussions with CoSLA in terms of remit.

Autumn 1999

Further round of meetings to go over any proposals.

Winter 1999

Committee produced provisional thoughts regarding....

  • assessment of need
  • co-operation policy
  • model for future

...followed by consultation on these.

ASSESSMENT OF NEED

Genuine assessment of need must be made by local authorities as part of their....

  • community
  • statutory
  • housing plan process

....assessed independently by Advisory Panel which includes....

  • education
  • health
  • social work
  • site provision

Action plans prepared as to how identified needs will be met (including time scales)

within Action Plan....

  • assessment of accommodation needs of Traveller community
  • if accommodation needs are not met, Co-operation Policy will apply.

CO-OPERATION POLICY

Travellers allowed to camp on publicly owned land subject to these conditions:

  • no public health or pollution problems. Services (i.e. refuse collection) to be provided
  • no traffic, safety or nuisance problems
  • situation reviewed regularly
  • no current or immediate use
  • Travellers behave in reasonable and orderly manner with recognition of rights and responsibilities.

MODEL FOR THE FUTURE

Option 1

No future replacement for the Advisory Committee.

Option 2

CoSLA to take primary responsibility for considering future for Travellers.

Option 3

Committee to be appointed along lines of current model.

Option 4

Setting up of standing advisory panel to work within Social Inclusion Agenda.
