2. Background
2.1 The National Framework for the development of Common Housing Registers ( CHRs) in Scotland was put in place by the Scottish Executive in March 2001. The key objectives put in place through the framework reflected the 'bottom up' voluntary approach to the development of CHRs:
- Providing support to landlords developing CHRs.
- To ensure that the CHRs were developed in a Best Value framework.
- To introduce and evaluate pilot ICT solution (Scottish Executive, 2001)
2.2 CHRs are part of the allocations process within a wider housing management function for social landlords. Therefore measures cannot be developed in isolation from other current performance measurement systems. There is a plethora of statistical indicators and performance standards that social landlords in Scotland currently work with.
2.3 The final recommended list of performance indicators takes account of current requirements of social landlords and has made reference, where necessary to existing indicators.
